A gift of cow

Here's what Victor Hettigoda, a Sri Lankan presidential candidate, recently promised the people of Sri Lanka if they voted him into power:
Every Sri Lankan home will be gifted with a high milk-yielding cow from Kerala which could be expected to yield 10 liters to 16 liters of milk every day. Even families who live in flats, who could make suitable arrangements to look after a cow, will receive a gift of cow.
Joyous. I'm waiting for HD Deve Gowda to take a cue from Mr Hettigoda and come up with a similar scheme in Karnataka. I'm sure he won't outsource the cows, though.
