Minister without portfolio?

I am delighted that my prediction has turned out wrong, and Natwar Singh in no longer India's External Affairs Minister. However, I am baffled that he has retained a place in the cabinet as a "minister without portfolio." It might soothe the man's ego a bit, but I cannot see what the country gains from it. Why should taxpayers' money go into paying the salaries and perks of a minister when he does no work at all, as that title indicates? This is quite typical of the Congress Party's perennial attitude of treating the nation's resources as a family inheritance. Shame on them.
