Incentive

In response to my post, "Stick and buffalo", MadMan writes in:
On the topic of education, you might find it interesting to know that the government does not allow you to set up a primary or secondary education school if it's a "for profit" venture. That's the law. I'm not kidding. All such educational institutions have to be "non-profit".

The people who start the school are not allowed to profit, he means. Plenty of government officials do while doling out licenses and suchlike.
