Keeping farmers poor
Well, there are many things that play a part in that, but one major cause is the law I mentioned here, that prohibits farmers from selling agricultural land for non-agricultural purposes. Ravikiran Rao has a superb post on it, "Dear middle class of India," and I recommend you read the full thing.
