The cops at the station are like scarecrows, but many times the criminal commits a crime right under his nose and escapes. This happens primarily because the policemen have no idea who to look out for at railway premises.That's from Suresh Khopde, a railway police commissioner, quoted in this Mid Day article about how cops in Mumbai's railway stations have been given photographs of "18 habitual offenders," which they're supposed to memorise.
