Cops made of straw

The cops at the station are like scarecrows, but many times the criminal commits a crime right under his nose and escapes. This happens primarily because the policemen have no idea who to look out for at railway premises.
That's from Suresh Khopde, a railway police commissioner, quoted in this Mid Day article about how cops in Mumbai's railway stations have been given photographs of "18 habitual offenders," which they're supposed to memorise.

If you're not one of them, go snatch a chain right now. Don't worry about the scarecrows.
