It's raining bureaucrats

What Naveen doesn't elaborate on, and what particularly interests me, is how our BDI would compare with that of other countries. Would any of you know? If so, please write in, and also tell me what conclusions, if any, can be drawn from this.
[F]or a 1 billion strong country, we have a 20 million strong (Centre + states) bureaucracy. That is one and half times the population of Delhi. That makes it a Bureaucrat Density Index (BDI) of 1 for every 50 people in India.
