The difference of a uniform

Well, given what Mumbai's policemen have been up to recently, the victims probably just shrug and say: crooks, policemen, same difference.
Mumbai’s crooks are getting smarter. Instead of stealing money from people, they are now getting them to hand it over by pretending to be policemen.
In the past three weeks, 35 such crimes have been reported in the western suburbs, and the police have managed to solve only 19.
